In our report entitled CHEMICAL AND BIOLOGICAL DEFENSE: DOD Needs to Continue to Collect and Provide Information on Tests and Potentially Exposed Personnel (GAO-04-410), we recommended that DOD determine the feasibility of addressing unresolved issues associated with Project 112 (a series of chemical and biological tests conducted in the 1960s and 1970s) and the appropriateness of and responsibility for reporting new information, such as the identification of additional potentially exposed service members, civilian employees, contractors, and foreign nationals who participated in the tests.

The World Health Organization and the CDC said there were 284,000 deaths world-wide but analysis verified only 1,000 cases. This virus escaped from the Beijing Virology Institute and caused the first SARS virus epidemic. The U.S. Centers for Disease Control and Prevention CDC claimed ownership of the virus and its entire genetic content.

The CDC was not altruistic because on May 14, 2007 the CDC filed a petition for “non-publication” to keep their application confidential. The CDC controlled who was allowed to make inquiries giving them total control over the virus information and monetary control, including the ability to monetize vaccines.
The CDC SARS patent filings were initially rejected because the U.S. Patent Office found 99% identity in those gene sequences as already being in the public domain. The CDC overrode the patent rejections and got the SARS patent in 2007.

April 19, 2002 – Ralph S Baric, , University of North Carolina files US Patent 7,279,327 on coronavirus. METHODS FOR PRODUCING RECOMBINANT CORONAVIRUS. This was NIH’s first Gain-of-Function (GOF). Baric created a bioweapon: an “infectious, replication defective” making a natural pathogen more harmful to humans by manipulating the Spike Protein and other receptor targets, like the ACE2 receptor, using gene sequencing technologies.
Three days after CDC filed a patent on the viral SARS-CoV genome, Sequoia Pharmaceuticals, that was funded by the NIH, filed a patent for the vaccine on the virus invented three days earlier with accompanying data for the vaccine.
