THE EPSTEIN FILES SHOW THE ACTIVITIES OF JEFFREY EPSTEIN THAT INCLUDED HOW HE CREATED A PRE-COVID OPERATIONAL ARCHITECTURE

 

 

1989 – mRNA vaccine patents began.  It was known even then that multiple organ damage occurred of the brain, heart, coagulopathy, reproductive systems and immune systems.  This is why most vaccinologists avoided mRNA vaccine development.

In 1999 patents began on Coronavirus and the spike protein (Pfizer).  And in that same year Bill Gates’ Microsoft was charged with monopoly practices.  He dealt with the negative press by re-branding himself and started the Global Alliance for Vaccines and Immunisation (GAVI) – an international organization dedicated to “immunisation for all” and vaccine market shaping.

After several of Gates’ vaccine failures in India that caused great harm and death, the Parliament of India kicked out the Gates Foundation.  Bill Gates had the resources to work with anyone to promote vaccines, but as early as February 17, 2011 he “specifically requested” Jeffrey Epstein, a registered sex offender.  As the Coronavirus and mRNA patents and scientific / medical papers evolved from 1989 onward, the Epstein Files, released by the Department of Justice on January 20, 2026, show how, when, and with whom Epstein opportunistically interwove and created a pre-COVID operational architecture linking Wall Street finance (JPMorgan), philanthropy, global health governance, and U.S. biodefense research, rather than public health officials.  

Pandemics and vaccines were positioned as enduring financial and strategic domains. Mechanisms such as investment vehicles, donor-advised fund structures, simulation initiatives, and reinsurance products were not improvised in response to crises; rather, they were deliberately developed and expanded within an institutional framework whose foundations predate the COVID-19 pandemic.

 

Jeffrey Epstein was operating within corporate boardrooms at JPMorgan, writing documents in Bill Gates’ private office, working across transnational financial and industry networks to shape pandemic reinsurance companies and vaccine-related systems with chosen personnel.

 

 

 

These are the important chronological events:

June 2001 – Operation Dark Winter, a senior-level government exercise that occurred in June 2001 that simulated a bioterrorism attack in the United States by Saddam Hussein using smallpox.

September 11, 2001 – Worse terrorist attack on U.S. soil.  This gave the excuse needed for passage of the 350 page PATRIOT ACT that had been blocked by Senators Patrick Leahy and Tom Daschle because it allowed the U.S. Government to spy on Americans. The Patriot Act did not get rid of the Geneva Convention or the Bioweapons Treaty but all federal officials were protected if those officials violated those two statutes. The offices of Senators Patrick Leahy and Tom Daschle received anthrax in the mail.  The FBI said the anthrax came from United States Army Medical Research Institute of Infectious Diseases (USAMRIID), at Fort Detrick, Maryland.  The Patriot Act passed.  The Department of Defense wanted to expand bioweapons development but shifted their funding to NIH officials since those people would not be held liable for violating the Geneva Convention or the Bioweapons Treaty.  Vice President Cheney put all the biodefense programs from all departments, institutes, etc, under the control of only the National Institute of Allergy and Infectious Diseases (NIAID), led by Anthony Fauci, MD.  Cheney commanded that all classified or unclassified U.S. biodefense work be under the control of Fauci with no oversight at all.

2002 to 2020 the U.S. Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), Ralph Baric PhD, and Anthony Fauci MD controlled the major patents and the money for coronavirus.

2003 – SARS-CoV 1 infection in Asia. This virus escaped from the Beijing Virology Institute and caused the first SARS virus epidemic.  The U.S. Centers for Disease Control and Prevention (CDC) claimed ownership of the virus and its entire genetic content.

2005 – The Defense Advanced Research Projects Agency (DARPA) and MITRE Corporation (manages federally funded research and development centers supporting various U.S. government agencies in aviation, defense, healthcare, homeland security, and cybersecurity fields) hosted a conference in which a presentation focused on “Synthetic Coronaviruses Biohacking: Biological Warfare Enabling Technologies.”  Dr. Baric presented the possibility of SARS-CoV as a biological warfare agent. Dr. Baric and the U.S. Department of Defense spent over $45 million in amplifying the toxicity of CoV.

2005 – Peter Daszak, President of EcoHealth Alliance, increasingly became involved in this bioweapon development.  He received more than $118 million in grants and contracts from federal agencies, including $53 million from USAID, $42 million from DOD, and $15 million from HHS. He also receives funding from private entities and foundations like Google, Wellcome Trust, and the Gates Foundation.  Daszak was interested in the NIAID funding because it would justify researching the diseases that would promote vaccine development.

December 12, 2007 – Shi et al studied binding of spike proteins of both natural and chimeric SARS-like coronaviruses to ACE2 receptors in human.

2010 – U.S. funded Level 3 biolab in Odessa, Ukraine.

Feb 17, 2011: “This is not a cold pitch. This is a major Wall Street bank asking a convicted sex offender to define the architecture of a Gates-linked charitable fundJPMorgan wasn’t offering Epstein a seat at the table. They were asking him to design the table.  The timeline “depends only on JPM ability to organize, legal, structure, internet presence, staffing.  The bottleneck is not Gates. It is not the donors. 2012-2013 – MERS outbreak led to a 2015 U.S. patent 9193780 that was issued after the U.S. gain of function moratorium beginning in 2014. Internal federal whistleblowers questioned gain of function work in U.S. biosecurity facilities resulting in the then Department of Homeland Secretary Lisa Monaco to issue a memorandum (October 29, 2015) that ordered a biosecurity “stand down” at all U.S. biocontainment facilities. This allowed U.S. gain of function research to be sent to the Wuhan Institute of Virology in Wuhan, China. In that year 2015, Obama made an exception to U.S. policy and permitted U.S. funding of the Wuhan Institute of Virology in China in the amount $3.7 million.

February 28, 2013 – Epstein arranged a meeting between Gates and Roman Abramovich to manage the private financial architecture of a Bloomberg $100 million Gates Foundation commitment. Epstein also arranged meetings of European intellectuals with Gates. 

March 5, 2013 – email from Epstein to Nikolic: “1. Bill was fun 4. estate tax savings  7. I would suggest that the gates foundation is unique [and] should be structured in keeping with its uniqueness    8. I am happy to help if I can, Bloomberg made a point that his foundation is run with only 9 people and he believes is as effective  9. helping people think through their will and estates would be welcomed by many.” 

 

August 8, 2013: “Epstein writes to Bill Gates: The letter states that Gates “specifically requested” that Jeffrey Epstein “personally serve as the representative” of Boris Nikolic in certain financial and logistical negotiations. It acknowledges that Epstein had an “existing collegial relationship” with Gates, in which Epstein had already received “confidential and/or proprietary information.” Gates waives conflicts of interest and provides broad indemnification.  This agreement was executed five years after Epstein’s conviction for soliciting a minor for prostitution. Gates had the resources to work with anyone on earth. He chose a registered sex offender—and put it in writing.” (Sayer Li)

Three things were given to Epstein as part of the deal:

Self-determined access: Epstein was free to view any confidential information that belonged to the Bill & Melinda Gates Foundation at his own discretion, including financial records, personnel records, grant proposals, donor information, and strategic plans. The scope was not specified by Gates. It was defined by Epstein.

Total indemnity: The agreement absolved Epstein’s two Virgin Islands businesses, Southern Trust Company and Financial Trust Company, of all liability arising from his past and present actions. All claims, legal exposures, and litigation are covered.

Survival clause: Even after Epstein’s death, Gates’s estate was still subject to the terms of the agreement.

The COVID-19 Bioweapon was created in plain sight.

It was conceived in the early 2000s.

Its birth announcement in Nature Medicine was November 9, 2015.

It was created by American expertise.  Please note the names and institutions: Ralph Baric and others at the University of North Carolina taught Shi gain-of-function techniques, Peter Daszak of EcoHealth Alliance, Anthony Fauci and other U.S. funded scientists, and scientists at Harvard Medical School, FDA, and scientists at the United States Army Medical Research Institute of Infectious Diseases who gave Shi the special Vero E6 cell line that transformed the virus to seek, infect, harm, and kill humans.  Defense Advanced Research Projects Agency (DARPA) was involved.

It was funded by the U.S. taxpayer via the Department of Defense and the Defense Threat Reduction Agency, USAID (Department of State), Department of Health and Human Services, Department of Homeland Security, the National Institutes of Health, National Institute of Allergy and Infectious Diseases, and other U.S. Agencies – more than $136 million. Peter Daszak obtained funding from these sources and was especially interested in the NIAID funding that would justify researching the diseases that would promote vaccine development.  Anthony Fauci directed this funding.

It was made in Wuhan, China under the direction of Colonel Shi Zheng-Li who collaborated directly with the above scientists. Colonel Shi systematically and methodically searched for and then incorporated into the virus the exact spike protein that would maximize the most damage by seeking out people with the most ACE2 receptors on their cells.

2015 – During a National Academies of Science Workshop that became Chapter 6 page 63 in a book published in February 2016 by the National Academies Press, Daszak reiterated that, until an infectious disease crisis is very real, present, and at an emergency threshold, it is often largely ignored.  To sustain the funding base beyond the crisis, he said…  A key driver is the media, and the economics follow the hype.  We need to use that hype to our advantage to get to the real issues.  Investors will respond if they see profit at the end of the process, Daszak stated.  Remember in 2008, the WHO said that coronavirus was eradicated.  Daszak’s words could be the first  statement that a mandatory vaccine was planned.

2015 – Rothchild patent on coronavirus

2016 – 2017 in Davos, Switzerland – the Gates Foundation and World Economic Forum started the Coalition for Epidemic Preparedness Innovations’ (CEPI’s)“to stimulate and accelerate the development of vaccines against emerging infectious diseases and enable access to these vaccines for people during outbreaks.”

January 21, 2017 – “Epstein texted: “Feel free to ask Bill if he would like a private meeting with Bannon, Thiel, or Barrack” —this was the day after Donald Trump’s inauguration. Epstein is offering to broker private meetings between Bill Gates and the incoming administration’s power center. The man who designed the donor-advised fund, who directed JPMorgan’s presentation strategy, who placed personnel into Gates’ office and Nikolic’s fund, is now offering to connect Gates to the White House.” (Sayer Li)

2017 Three years prior to COVID-19, in 2017, Gates’ closest associates were already considering pandemics as a funding vertical that would endure whether or not a particular outbreak occurred.

2019 – Netflix series call PANDEMIC – financed by Bill Gates who also played a starring role in “How to Prevent an Outbreak.”

November 2023 – a U.S. federal judge approved a $290 million settlement between JPMorgan Chase and more than 100 women who accused Jeffrey Epstein of sexual abuse, following disclosures that the bank ignored internal warnings and overlooked clear red flags for years because Epstein was a valuable client.

“If systems are built to profit from crisis—if the same people who design the financial vehicles also fund the simulations, hold the patents, develop the reinsurance triggers, place the personnel, shape the policy, and manage the narrative—then the question is not whether they would act in their own interest.  The question is: what structural safeguard exists to ensure they don’t?” (Sayer Li)

1. Financial & Philanthropic Architecture

In a July 26, 2011 email from Epstein to JPMorgan Chase executive Jes Staley, on which Boris Nikolic, Gates’ chief science and technology adviser, was copied, described a “silo based proposal that will get bill [Gates] more money for vaccines.”

Emails (2011–2019) show discussions involving Bill Gates, Gates Foundation affiliates, and executives at JPMorgan Chase regarding charitable vehicles tied to vaccines and pandemic preparedness (including the “Project Molecule” proposal (https://epsteinfilez.com/pdf/8025cdd168d9656a693acbc30cce442871e7185ed11f918115bc19d9efc8f405.pdf).  “Project Molecule is not a metaphor. It is a JPMorgan client proposal — Version 13, dated August 31, 2011 — explicitly designed to create a transnational charitable-investment vehicle linking the Bill & Melinda Gates Foundation, ultra-high-net-worth global donors, donor-advised funds, offshore charitable structures, and concrete biological interventions: vaccines, surveillance networks, and disease eradication campaigns.”

“The governance was private: Five layers of committees — Board, Investment, Grant Distribution, Management, and Audit — populated by Warren Buffett, George Kaiser, Mary Erdoes, Melinda Gates (chair), Susan Rice, Seth Berkley (Gavi), Jeffrey Sachs, and Queen Rania of Jordan. By 2013, the Global Health Investment Fund launched as a public-private vehicle promising market returns for global health investments; Jamie Dimon attended its debut. This embedded pandemic preparedness within capital markets — “pandemics as a business model.”


2. Global Governance & Simulation Layer

The policy goes back to Ebola-era coordination involving the World Health Organization, World Bank, and U.N.-linked forums. These normalized emergency authorities, centralized coordination, and advance financial structuring.

This infrastructure is connected to  that took place on October 18, 2019, hosted by the Johns Hopkins Bloomberg Center for Health Security with the Gates Foundation and the World Economic Forum, contending that by late 2019 the legal, financial, and institutional response framework had already been rehearsed.


3. The “DARPA Layer” — Defense Biosecurity Integration

Epstein also sought sustained access (2009–2017) to Defense Advanced Research Projects Agency (DARPA) through Gates’ science advisor Boris Nikolic and other intermediaries.

Emails show Epstein requesting introductions to then-DARPA director Regina Dugan in 2010 — the year DARPA approved ADEPT, a major nucleic-acid vaccine initiative that later funded early mRNA work, including support to Moderna.  By 2015, there were correspondences around a DARPA Biological Technologies Office proposal developed in consultation with Epstein, explicitly acknowledging dual-use potential.

In 2017 there was overlap among DARPA’s Pandemic Prevention Platform (P3), a bgC3 “strain simulation” workplan referencing former DARPA official Geoff Ling, and the launch of CEPI — framing this as convergence among defense research, private governance, and pandemic finance. There was personnel movement from DARPA into Gates-linked philanthropy, including Dan Wattendorf, who led DARPA’s mRNA investments before joining the Gates Foundation.


Conclusions 

The documents show that before 2020 a multi-sector infrastructure — financialized, globally coordinated, and partially integrated with Pentagon biodefense systems — had already been built, staffed, and rehearsed. Epstein created these structures and positioned himself at the junction of these systems, linking philanthropic capital, Wall Street finance, global health governance, and Pentagon biosecurity research.
